Local Law 152 – Gas Piping Inspection Fines

What you need to know…

Local Law 152 requires the periodic inspection of gas piping systems of all buildings at least once every four years by a Licensed Master Plumber (LMP).

The Department of Buildings (DOB) is strictly enforcing the deadline windows for Local Law 152. As a result, there has been an increase in penalties issued to buildings that have not filed their Gas Piping System Periodic Inspection Certification (GPS2). Additionally, the DOB has recently started issuing notices to inform building owners when their gas piping certification is missing and when it is due.
 

Inspection Requirements

  • An Inspection Certification must be submitted once every four years by the end of the inspection date range.
  • All Gas Piping System Periodic Inspection Certifications must be submitted to the Department through the online certification submission portal on the DOB website.
  • If your building does not contain gas piping, a Gas Piping System Periodic Inspection Certification, signed and sealed by a Registered Design Professional (a New York State licensed professional engineer or registered architect) or a Licensed Master Plumber, stating that such building contains no gas piping must be submitted to DOB.
  • Failure to file an Inspection Certification before the applicable due date may result in an annual civil penalty of $5,000.00.
  • Building owners are required to keep on file for ten years all reports and certifications and make them available to the Department upon request.
